To preserve authenticity on the name of the Business by the Business Name Registration System (BNRS) and its e-Resibo accredited by the BIR for the business to become legitimate rather than underground economy.
To have BSP, Anti-Money Laundering Act (AMLA) Compliance and Know-your-customer (KYC) through the facial recognition, biometrics, optical character recognition (OCR), 2 Valid IDs and One-time-password (OTP).
A graduate of Bachelor of Science in Computer Engineering from AMA Computer College, Philippines, he was conferred conferred a Doctorate degree, Honoris Causa, in Information Technolocy by Gordon College of Olongapo City in 2010,
Engr. Jay started modestly by importing SIMM RAMs, computer accessories and peripherals. In 1994, he established an IT company called the King of Memory. His exceptional skills in marketing innovative IT propelled King of Memory to an unparalleled achievement of being the number one supplier of memory chips in the Philippines in 1995-1996, supplying to more than 90% of the IT companies in the country, including IBM, HP, ACER, Dell and among others.
At the age of 29, in 1998, Engr. Jay was elected as the 50th and the youngest President of the Pasay City Host Lion's Club. During his term, as President of Lion’s Club, he generated US$3.0 Million as funds for various socio-civic projects. He instigated numerous socio-civic projects including the building of a computer laboratory and sponsoring the schooling of 700 needy students across the Philippines. His incessant and selfless contributions to the community made him the Gintong Ama Awardee, Media for Unity and Progress Awardee, and Kalayaan Awardee in 1999
In 2007, Engr. Jay established Pilipinas Micro-Matrix Technology (PMT Joint Venture) Inc. to meet the rising demands of the wireless solutions infrastructure in the country. Providing Information and Communications Technology (ICT) Solutions to the government agencies and private sectors has been the core business of PMTI. As the CEO, Mr. Son has proactively been engaged in technical consultancy, supply, design and installation of systems across the country.
He has also been dealing and working on the projects of the BIR since 2010. He was awarded a contract to develop the BIR’s Mobile Revenue Collection Officers System (MRCOS) which is a mobile application running on a POS Terminal and used to collect and record tax payment in the various Revenue District Offices (RDOs). In 2015, he accepted a contract from the Department of Trade and Industry (DTI) for the Customization/Development, Integration, Installation, Implementation, Operation and Maintenance of the Systems Enhancement for the Philippine Business Registry (PBR) and Business Name Registration System (BNRS). Currently, Engr. Jay is still engaged with these government agencies for various IT projects.
He also established 3 other companies namely; Online Jolly Platform Solution Incorporated (OJPSI), DIGIPEP Incorporated and Ziapay Incorporated to complete an end-to-end solution for the Online Sabong Platform.

Extensive knowledge in Banking and Credit Card Operations and Technology for 42 years upon my retirement in 2011. My career started in learning systems and programming at NCR Corporation for 6 years where my last position was Project coordinator of big NCR Computer (Century Series) customers such as SSS, Victorias Milling Company, BSP among others. Then I moved to Citibank in 1976 where I started the Consumer Bank Systems implementation and Data Center operation in a Service Bureau (Equicom Computer Services) located in Juan Luna, Manila before we transferred our operation to our own Data Center in Makati.
After several years in Citibank Makati as Vice President, I was seconded to our affiliate bank then known as Citytrust Banking Corporation, for 3 years as its Consumer Bank Technology Head. By God’s grace, I was given an opportunity to become an expat when I was assigned as Consumer Technology Head in Citibank Indonesia from 1989 to 1992. Afterwards, I came back to Citibank Manila as Card Technology Head when we started issuing Credit Cards locally.
In 1999, I requested for an early retirement in Citibank because I was invited to join a newly established bank; Asia United Bank (AUB) where I was hired as a Senior Vice President for Technology and Operations. Later on I was given the task of managing its growing Branches Operations, while my last position before I retired was as the Chief Compliance Officer of the bank.

Atty. Rodolfo “Inky” O. Reyes is currently Managing Partner of the Gordon Reyes Viado & Blanco Law Offices (GDR Law). He is a B.S. Business Economics and Bachelor of Laws graduate of the University of the Philippines.
His current practice areas include Tax Compliance Advisory and Services, Tax Litigation, Transaction Management & Integration, Corporate Development Advisory, Corporate Compliance and Divestitures, Restructuring and Strategy Design. He started his legal career with the Angara Abello Concepcion Regala & Cruz (ACCRA) Law Offices (1987-1991), and became Asst. Vice-President and Head of the Legal Department of the Magsaysay Group of Companies (1991-1992).
He has had extensive legal experience in the fields of taxation, corporate law, labor law, and litigation. Together with Sen. Richard “Dick” Gordon, Atty. Reyes drafted the Subic freeport provisions of Republic Act No. 7227 which created the Bases Conversion Development Authority (“BCDA”) and the Subic Bay Metropolitan Authority (SBMA). He worked with the World Bank and multi-government agencies in drafting the Implementing Regulations of the SBMA, and served as the authority’s Deputy Administrator for Administration, Chief of Staff and Corporate Secretary of the SBMA from 1992 to 1996. His four-year tenure at the SBMA saw the creation of over 40,000 jobs, the influx of over U.S.$1.0 Billion worth of investments, and the outflow of over U.S.$1.0 Billion in exports. He negotiated the major contracts in Subic including Federal Express, Coastal Petroleum, Subic Bay Legenda Resort Hotel & Casino and the Subic Bay Yacht Club.
After his SBMA stint, then Presidents Fidel V. Ramos and Joseph E. Estrada appointed Atty. Reyes to serve as the first Administrator & Chief Executive Officer of the Cagayan Economic Zone Authority from 1997 to 2001. In 2002 and until his entry into the Firm in 2007, Atty. Reyes joined SyCip Gorres Velayo & Co. (Ernst & Young) where he handled corporate and tax services for the firm’s largest clients. He was later on appointed as Managing Director of SGV’s Knowledge Institute.
Atty. Reyes is also active in professional and socio-civic activities. He is a Governor of the Philippine Red Cross, a position he has held since 2005. He served as President of the Rotary Club of Makati Dasmariñas, R.I. District 3830, and has held various positions in the District, including Coordinating Chairperson for Red Cross Projects. He is incoming Chief of Staff and Chair of Rotary-Red Cross Partnership of the Incoming District Governor for RY 2021-2022. He has also held committee positions in the International Federation of Red Cross and Red Crescent Societies (IFRC), having served on the Reference Group on Migration, and is currently serving in the Compliance and Mediation Committee (CMC) which investigates breaches of integrity and mediates between opposing factions in national societies all over the world.
Last, but not least, he is active in Victory Christian Fellowship where he leads a Victory Bible study groups and teaches during spiritual retreats. He also leads discussion groups in Bible Study Fellowship (BSF) and serves in the Legal Advisory Group of the Justice Peace and Reconciliation Committee (JPARCOM) of the Philippine Council for Evangelical Churches (PCEC).
He is married to Aimee Vesagas-Reyes of Butuan City, and has three adult sons – Barry, Kevin and Ralph. He plays golf, softball and bowling and loves fishing.
As a full-time employee in both private and government sectors, Mr. Marukot has held senior positions in management, sales and marketing in the highly competitive field of Information Technology, and later on in the fintech industry. Positions held included, starting in my early years, computer operations, field/maintenance and systems engineer and later on moving into sales and marketing and then into business and product development in the electronic payment solutions for the banking industry. His combined experiences provided a unique strategic perspective and knowledge to assist prospective companies wanting to do business in the Fintech industry in the Philippines. Business Development Consultant for a total of two years, starting in 2014, with Fexco Philippines Inc., a subsidiary of FEXCO Ireland, a world leader in innovative FinTech, Payments & Business Solutions, with operations across 29 countries worldwide. At that time Fexco was still in the process of opening their local office. Assisted the company in identifying and closing potential business deals, analyzing market strategies, and identifying potential partners. Provided local Philippine business perspectives to the Fexco senior management during a briefing session held in their head office in Ireland and which expedited their decision to open the Philippine office.

Mobi724 Global Solutions Inc., based in Montreal, Canada, is an international fintech company offering payment processing services including mobile based services. The company was interested in opening a subsidiary in the Phils. Assisted the group to establish a local presence in the Philippines by developing a business strategy which included: meeting with local banks as prospects for their solution and services; assisted in the modification / redesign of their core product (payment processing platform) to fit the requirements of the Philippine payment market; and guided them for this modified payment platform to be certified by BancNet. The local company (Mobi724 Asia Inc.) started business operations in 2015 and was certified by BancNet in 2017 as one their authorized Third-Party POS Providers along with Tangent, Weepay and GHL.
Gemini Group of Companies
Gemini is involved in providing Cash-In-Transit services for banks and financial institutions. Rey is currently helping the group to provide an innovative product and solution by automating their current product offerings. Their current major bank clients have requested Gemini for these services in order for these banks to address the requirements of the new normal during the Covid 19 pandemic. The project is still confidential until it is fully launched.

Full-time Management Consultant and Head of the Business Development Department for BancNet, Inc., was responsible for the enhancement of existing products and the development of new innovative electronic payment products leveraging on the unique switch infrastructure of BancNet. All local banks connect to the Bancnet ATM switch. New products/services developed and offered during his term were: mobile banking; enhanced Banking Online (the online banking for member banks); revised the business model for the POS product which enabled Bancnet to increase its terminal population and partner merchant base; online real-time funds transfer; and launched the ecommerce service which enabled online merchants to accept local ATM cards for payment of goods/services.
BancNet is the largest ATM switch network in the country with more than 120 members. The growth in membership was mainly influenced by the availability of unique products exclusively for BancNet member banks and which were developed during the term of Mr. Marukot.
Major accomplishment in BancNet: Responsible for turning around the POINT OF SALE (POS) business to profitability after a consistent net loss performance since the launch of the product in 1994. The turn around was made possible after revising the product’s business model in 2007.

One Point Contact, Inc. – co-founded the company, which was engaged in the support and maintenance business for ATMs and other self-service products.
IT Consultant, National Computer Center from March 1999 to January 2001, was the overall Project Manager for the National Crime Information System (NCIS), a P400 million project under the Office of the President, and the nine government agencies responsible for the implementation of the criminal justice system, namely: Philippine National Police, National Bureau of Investigation, National Prosecution Office, Bureau of Corrections, Bureau of Jail Management, the local courts including the Supreme Court and the Parole and Pardons Board. The project linked the nine agencies and integrated their databases to facilitate the documentation, apprehension, prosecution and rehabilitation of criminals.
IT Consultant for the Social Security System (March 1999 to 2001), provided advisory support to the SSS Administrator in understanding the role and potential of using Information Technology to facilitate the delivery of services to its 12 million active members
